Can't Resolve "Information Rights Management Configuration Wizard cannot complete.

Can't Resolve "Information Rights Management Configuration Wizard cannot complete. An error has occurred. Your computer cannot be configured at this time because the Account Certification Service is not available. Please run this wizard again later.

To close this wizard, Click Cancel.

I tried everything from the following links;

Yet, Still no solution since Monday. Are there any problem with my registry? Or Microsoft Server.

Error still the same. I think MS can do this better.

Hi limdan,

Based on your description, it seems that you have tried several methods to solve your issue.

I suggest you check if the Account Certification is expired.

Hello Sir/Ma'am Emi Zhang,

Thank you for paying attention and following up my reply on this. I believe the Account Certification is not expired because I didn't receive notification that the Account Certification is expired. I already did request to change the password and it was successful at www.login.live.com and still there was no notification that the Account Certification needs update or renewal. I did check my e-mail used on that Account Certification and did receive only e-mail from Microsoft Account Team about password change.

Hope you can share your expertise regarding this matter. I am glad to hear response from you soon.

Hello Sir/Ma'am Emi Zhang,

Further info.

This is what I do. I OPEN xps viewer and go to Permission Tab menu to select Choose Default account. I 

click ADD NEW ACCOUNT and I select Microsoft Account type to activate. There will be a window pop up about Windows Rights Management configuration wizard which indicates "In order to create or use rights-protected content, you must have a Microsoft account(formerly Windows Live ID)". I click radio button that says "Yes, I have a Microsoft account" then click NEXT. A blue indicator bar displays the status of connection that says "Connecting to the Account Certification Service". After in a while a window pop up with a message "Information Rights Management Configuration Wizard cannot complete. An error has occurred" and "Your computer cannot be configured at this time because the Account Certification Service is not available. Please run this wizard again later". Then click Cancel is needed to exit the process which is not successful in adding new account.

Hi everybody,

There is about "Legacy RMS for Microsoft Account service end of life", I suppose this might be the reason of the issue.
